In Vbulletin's forums, everybody was allowed to make a group and name it whatever they wanted as long as it was appropriate. We did not have any problems whatsoever over that and I believe that all members should be able to make a group. If you wanted to distinguish the group clans from the regular member clans, you could put a symbol signifying the sort.
